An illegal immigrant with a long rap sheet got a $145,000 parting gift from New York City taxpayers before he was deported, after a federal judge ruled his civil rights had been violated when he was held too long on Rikers Island.
Federal rules allow local law enforcement to detain suspected illegal immigrants for 48 hours after their criminal cases are resolved, to give Immigration and Customs Enforcement a chance to pick them up and move them to federal facilities.
Former Brooklyn resident Cecil Harvey, 55 — backed by an immigration-rights advocacy group — argued that his rights were violated when he spent more than a month in a Rikers holding pen before being transferred to ICE.

Police say a 12-year-old boy in California is the latest victim of a potentially deadly game designed to offer a fleeting high.
Responding to a 911 call, police found Erik Robinson, a sixth-grader at Lincoln Middle School in Santa Monica, at his home in full-blown cardiac arrest with a rope tight around his neck, KTLA news reports. After being rushed to a hospital, the boy was taken off life support the following day and pronounced dead.
“The Santa Monica Police Department is investigating this incident as an accidental death,” Sgt. Jay Trisler said in a statement released Wednesday. “Preliminary information reveals that the accidental death may have been the result of the juvenile engaging in the ‘choking game.’ ”

A sheriff’s deputy in Colorado has been placed on unpaid administrative leave after he used a stun gun to shock 30 students at a high school career fair.
Officials with Lake County High School, in the small central Colorado town of Leadville, say the students asked the deputy to shock them so they knew what it felt like. Two students were treated for minor burns at a local hospital and released.
School Superintendent Betty Kokenes told Denver’s KUSA-TV that she didn’t know the stun gun was being used on the students and that it wasn’t an authorized activity.
Sheriff’s officials say the incident shouldn’t have happened. The deputy’s name hasn’t been released.
State police have charged a central Pennsylvania man with public drunkenness after he was seen giving mouth-to-mouth “resuscitation” to a long-dead opossum along a highway.
Trooper Jamie Levier says several witnesses saw 55-year-old Donald Wolfe, of Brookville, near the animal along Route 36 in Oliver Township Thursday about 3 p.m.
The trooper says one person saw Wolfe kneeling before the animal and gesturing as though he were conducting a seance, while another saw the mouth-to-mouth attempt.
